Woman charged with 6th OWI after walking on I-94

MILWAUKEE (CBS 58) -- A woman was charged with her 6th OWI after authorities spotted her walking on the freeway.
The Milwaukee County Sheriff's Office responded to a disabled vehicle in the Zoo Interchange where a person was seen walking on the freeway eastbound on I-94.
Authorities made contact with the person walking who told them that she ran out of gas.
She showed signs of impairment and was taken into custody.
The woman was identified as Andrea Phillips.
She was arrested for her 6th OWI and also cited for possession of cocaine and possession of drug paraphernalia.
