RACINE, Wis. (CBS 58) -- The man who police say shot and killed a 37-year-old Racine woman last summer was found more than 600 miles away. On Monday, 22-year-old Lance Moore was back in Wisconsin, appearing in court.

Moore faces three felony charges including first degree reckless homicide, along with several misdemeanors.

On July 15, 2025, police say Chala Davis-Bell and her best friend, Deja Bradley, were out enjoying summer when Davis-Bell was shot and killed by a bullet not meant for her.

After months of investigating, police found Moore in Arkansas on Dec. 17, saying he's the man responsible for shooting and killing Davis-Bell.

The criminal complaint says Bell was getting out of a car near the intersection of 11th Street and Washington Avenue in Racine when she was suddenly hit and killed.

Police say video shows Moore firing a gun near 11th Street after hearing gunshots and shooting in the direction they came from, with what they say was a fully automatic weapon.

Investigators say Moore and the other suspected shooter are believed to be in two separate rival gangs.

Moore 's bond was set for $250,000 cash in court Monday. A preliminary hearing is scheduled for next week.
