The video is from March 12, the day after an AMBER Alert was issued for his daughter, 2-year-old Noelani Robinson.
"Can I log your info real quick?"
"Can you stay here too?"

The officer who approached the vehicle didn't know Higgins was on the run.
When he asked for ID, Higgins drove off.
He was arrested in Milwaukee the next day and said he wanted to kill the Michigan officer.
"The hair on the back of my neck literally stood up. They said that during the interview the suspect said he was going to shoot our police officer. As he approached them but decided not to and fled the state. You never know as a police officer what you're going to run into," said Captain Ron Taig with the Livonia Police Department.
