OCONOMOWOC, Wis. (CBS 58) — A 69-year-old Oconomowoc man is facing a felony charge after prosecutors say he threatened to shoot at vehicles parked in his neighborhood near Silver Lake Intermediate School.

Peter A. Holmes II is charged with one count of making terrorist threats causing public panic or fear. If convicted, he faces up to 3½ years in prison and a $10,000 fine.

According to a criminal complaint, an Oconomowoc Area School District school resource officer contacted the Waukesha County Sheriff's Office on Sept. 14 after receiving a forwarded email from Holmes with the subject line "Parental Parking [Near] Silver Lake Intermediate."

"This parent is parked in our neighborhood. Pellet guns have a weird way of going off if you catch my drift," Holmes allegedly wrote.

Deputies spoke with the person who received the email, who told investigators they believed Holmes was threatening to use a pellet gun against a vehicle or children in the area.

The person told deputies they were concerned a child could be struck because of Holmes' previous interactions with students and parents around dismissal time at Silver Lake Intermediate School.

A sidewalk along the south side of Oconomowoc Parkway extends across an easement connected to Holmes' property and is used by students walking to and from the school. The school resource officer estimated between 20 and 100 students use the sidewalk on a typical school day.

According to the complaint, Holmes emailed district staff nine times between February and September, with most of the messages involving complaints about vehicles waiting for students along Oconomowoc Parkway.

In a Feb. 2 email, Holmes allegedly told school staff they needed to notify parents about parking concerns and acknowledged throwing a snowball at a vehicle.

The complaint also details several previous encounters involving Holmes.

On Feb. 17, deputies responded after the parent of a Silver Lake Intermediate student reported stopping in front of Holmes' home. Investigators say Holmes was recorded kicking and damaging the vehicle, yelling at the driver and throwing snowballs at the vehicle because he was upset it had stopped in front of his driveway.

Holmes was issued citations for disorderly conduct and criminal damage to property following the incident.

On May 28, deputies conducting extra patrol near Holmes' home allegedly saw him turn on sprinklers that sprayed water across nearby sidewalks. Holmes reportedly told deputies he was spraying the sidewalks to keep children away and was warned about violating a city harassment ordinance.

The following day, a parent contacted authorities after their daughter reported seeing Holmes in his yard with a pistol holstered on his hip, according to the complaint.

Holmes was given a $1,000 cash bond, which court records show he posted.

His initial court appearance is scheduled for Oct. 1 at 1 p.m.
