The incident happened last Monday on I-94 eastbound near 32nd Street.
According to a criminal complaint, the victim was driving his work van on the way to his next assignment when he noticed a vehicle tailgating him. The victim reported the driver of the vehicle, later identified as Ruiz, moved to the left of the van and fired a gun, striking the victim's side door.
