MILWAUKEE (CBS 58) -- The sound of pipes and drums filled the air outside Milwaukee City Hall Thursday morning.

A tribute began at 7:46 a.m., the time in Wisconsin when the first plane struck the World Trade Center on 9/11.

Local leaders, first responders, veterans and active military members also gathered at the War Memorial Center to honor the lives lost in the attack.

"We will never forget. We will always honor, and together, here in Milwaukee County and across our nation, we will always move forward with hope," Milwaukee County Executive David Crowley said.

Crowley also called for a moment of silence to honor the lives lost.

Wreaths were laid upon a World Trade Center I-beam recovered from ground zero.
