WISCONSIN (CBS 58) -- The state is narrowing down the locations of a potential new juvenile facility. Both spots are in southeast Wisconsin.
The first potential location is on Mill Road in Milwaukee and the DHS Southern Wisconsin Center in Union Grove.
The new facility would replace Lincoln Hills Youth Prison which is expected to close by 2021. Abusive practices such as solitary confinement and use of pepper spray have been reported at Lincoln Hills.
