Racine PD Arrest Man for 1994 Cold Case Murder

On August 14, 1994, Racine Police Department personnel responded to 1224 Sixteenth Street regarding a shooting inside Steve & Bs Tavern. Upon arrival, officers located Andre McKinstry, who had been shot.

McKinstry subsequently died from the injuries suffered in this incident.

In 2009, cold case investigation was reviewed for potential solvability, along with other unsolved homicide cases dating back to 1970. Due to advances in DNA technology and other solvability factors, the various cases were reviewed and reassigned based on the presence of new information, and the overall probability of solvability.

Through the combined effort of Racine Police Department investigative personnel, and members of the District Attorney’s Office, a warrant was issued for John Clay for the homicide of Mr. McKinstry.

On October 29, 2015, members of the U.S. Marshals Office located Clay in the Chicago area, where he was taken into custody without incident.

Racine Police would like to thank the members of the community who assisted police investigators in bringing this matter to a successful resolution after 21 years.
