MILWAUKEE (CBS 58) -- A victim of Timothy Olson, along with his half-brother, speak out as Olson faces kidnapping, burglary and theft charges for victimizing a 79-year-old woman. He was arrested by Franklin police last week.

According to one of Olson's victims who would like to remain anonymous, the 52-year-old has been victimizing women since at least 2006.

"He's evil and he just keeps doing this over and over again and getting away with it," the victim said.

She said she met Olson back in 2006 on a dating website. According to a criminal complaint, Olson stole her car and phone.

"He contacted me through Match.com and we talked for a while online and on the phone, and he told me he was a different name," said the woman.

The name he used was Russell Tijerina, the name of Olson's half-brother. Tijerina said it wasn't the first time Olson used his identity.

"I've actually had to go to court in Illinois because of him using my name for different things and having my driver's license suspended and him using my name and having over $20,000 worth of medical bills, which I actually had to make a police report here for that," said Tijerina.

Tijerina said he's always had a clean record, he was once a cop. He believes that's the reason Olson used his identity.

"I was always the safe bet. If he used my name, they'd run my name, nothing would ever come on up," said Tijerina.

He said he and Olson haven't spoken in years. He describes his brother as an intelligent person, saying Olson skipped two grades when they were younger.

According to a 2006 police complaint, the woman let Olson borrow her car and cellphone for a night, as well as money. She never got any of those back.

He was charged with theft and served almost two years.

"Thank God for the Franklin police that they caught him, but I'm just terrified that he's not going to spend the time he should in prison," said the woman.

Despite having her fears, she said she's speaking out so that other women do the same.

Franklin police said Olson recently forced a 79-year-old into her car at gunpoint and then stole credit cards and cash.

He's also been charged in Racine with five counts of identity theft and is accused of drugging and stealing from women. He has been named a person of interest in the death of Kim Mikulance after being seen with her at a bar in South Milwaukee.

Recently, Olson has been tied to a death investigation involving a woman from Racine County that happened on Nov. 8.

When asked if Tijerina believes his brother is capable of committing those crimes, he said it could be possible.

"I don’t know if he set out to do anything like that, I mean but if he felt like it was easier for him to go that route to get what he wanted, I believe he would," said Tijerina.
