Driver Charged in Fatal Pedestrian Accident on West Congress was Never Issued a Driver's License

Jabbar Muhammad was charged for fatally hitting Alan Jeffrey on Sunday night at the 7700 block of West Congress Street.

Muhammad, from Milwaukee, was charged with knowingly operate motor vehicle while suspended causing death.

Muhammad told officers on the scene he was never issued a driver’s license.

According to the complaint, he allegedly struck the pedestrian while he was walking with his Jeep Compass.

The defendant told police on the scene he did not see the pedestrian in the street before the accident, and he said he believed he was driving 45 mph.

According to the complaint, the driver’s seat was in a reclined position.
