Chaos at murder scene

MILWAUKEE -- The Milwaukee Police Department has responded to a homicide on the 4700 block of N. 37th St. Police say a 23-year-old Milwaukee man was shot and killed around 2:30 p.m.

Investigators are still working to determine a motive for the shooting death. They do believe the victim was targeted. No suspects are in custody.

Shouting and shoving occurred near the scene where the victim's body was lying under a tarp.

CBS 58's Keith Meka reports that at least five people were detained and removed from the scene by what appeared to be officers from the Milwaukee Police Department.

Barbara Harvey identified the victim as her grandson \"Teenis\" Tillman.

\"He had joined church and said he was thinking about getting married to his girlfriend,\" Harvey revealed, \"He got a 9 month old baby and he was just happy.\"

Yesterday, Milwaukee Alderman Bob Donovan released a statement explaining his displeasure with 2013's homicide numbers. The city recently racked up more homicides in 2013 than 2012.
