RACINE, Wis. (CBS 58) -- Two people are in custody in connection with the shooting death of 27-year-old Koreem Ozier. 

Ozier was fatally shot near 12th and Memorial on Sunday night, Sept. 20.

Police on Tuesday, Sept. 22, said 23-year-old Collin Wallace and 23-year-old Justin Millard were taken into custody.

According to police, Ozier reportedly got into an altercation with another man before being shot in the chest. Police believe the shooting was an isolated incident.

Ozier was a former basketball star at Case High School and continued on to play for Sacred Heart University in Connecticut before later transferring to Louisiana-Monroe. After college, he briefly played professionally in China.

During a news conference, Racine officials said technology played a role in the shooting investigation. A sound detection technology alerted officers to the shooting, helping them respond quickly, and an automated license plate reader assisted officials in locating a vehicle believed to be associated with the homicide. 

Just days before Ozier was killed, the Racine Common Council voted to terminate the city's contract with Flock next month. 

"You can see a prime example of how it does work," said Racine Police Chief Alex Ramirez. "We cannot allow violence to become normalized. Every incident affects more than people who are directly involved. It affects families, neighborhoods and businesses in our entire city." 

Chief Ramirez says that Wallace was arrested outside the police station just as he was about to turn himself in. 

Millard was arrested following a traffic stop. 

Chief Ramirez says at this time, the suspects did not know Ozier.
