Wisconsin Man on Heroin Crashes Into SUV with Baby on Board

A Madison man admitted to shooting heroin before he crashed into a SUV driven by a young mother whose baby was on board. 
According to a release by police, this was his fourth offense of impaired driving.
The incident occurred around 3:00 PM on Wednesday. 
An eyewitness told police Michael D. Parks, age 34, was all over the road on busy East Washington Ave. just prior to the crash. 
The mother complained of neck pain, but there were no serious injuries. 
Heroin and drug paraphernalia were recovered from the car driven by the suspect.
