Wisconsin Man Accused of Holding 1-Year-old in Middle of Busy Intersection

COTTAGE GROVE, Wis. (AP) — A man accused of holding his 1-year-old daughter in the middle of a busy intersection in Cottage Grove has been released on bond.

Thirty-six-year-old Win Thor, of Kimberly, is charged with first-degree reckless endangerment, obstruction and disorderly conduct.

A criminal complaint says Thor held the child around the neck as police tried to take the girl from him Sunday.
