Sengchanh Phengphonsavanh, 47, is charged with harboring or aiding a felon, according to a recently filed criminal complaint.
Phengphonsavanh told police that Thomas Zollicoffer got into his car with a gun in his lap and said he had just killed people, the complaint states. Prosecutors say Phengphonsavanh then drove Zollicoffer to 39th Street, where another woman was fatally shot. He told police he heard two gunshots while Zollicoffer was inside, then drove him away, according to the complaint.
Zollicoffer is charged with three counts of first-degree intentional homicide and could face three life sentences plus 40 years if convicted. His cousin, Elena Cole, is also charged with harboring him from police.
Phengphonsavanh's initial court appearance is scheduled for Tuesday, Aug. 18.
