District Three officers responded to the 2900 block of W. Wisconsin Avenue around 8:35 a.m. on August 19 and were met by the manager of an apartment building who said a suspect was caught on camera breaking into a car in the building’s garage. The car had been ransacked but the suspect fled from the scene when someone entered the garage. With the surveillance video officers had a clear description of the suspect they were looking for.
