Milwaukee Woman Allegedly Sexually Assaulted in Downtown Parking Structure

A Milwaukee woman allegedly was sexually assaulted inside MacArthur Square Parking Structure in downtown Milwaukee last Wednesday.

Rodney Strowder was charged with second degree sexual assault.

According to the criminal complaint, Strowder shared vodka with the victim.

The defendant told her he expected sex in exchange for vodka and using his phone.

She told him no.

The defendant allegedly dragged her by the legs over to a stairwell. She hit her head on a metal pole.

He then allegedly sexually assaulted her.

Citizens who parked in the structure walked into the stairway and observed the victim curled up in the fetal position naked from the pants down. The defendant was allegedly standing over her.
