Milwaukee Police Chief Ed Flynn said at a town hall meeting Monday night that his department can do better.
But he also said he needs help from the community.
The meeting focused on improving interactions between the police and the community.
"What's going to come to our rescue is the community and police giving their best to create a partnership on which other partnerships can be erected to build the building blocks of individual neighborhoods."
Member of the NACCP said they agreed with the statement.
A group called C-C 4-Q-P organized the event.
It says it wants police to arrest less and advocate more.
