Meeting explains why sex offenders are coming off supervision

ST FRANCIS--Neighbors met with the Department of Corrections Tuesday night to discuss two sex offenders going off supervision.


Shawn Schulpius and Edwin West were both convicted of aggravated sexual assault.


Since then, they have been under house arrest, and cannot leave the home without supervision.


West, 48, was convicted twice of sexually assaulting an acquaintance when he was 23 and 25; Schulpius, 39, was convicted of sexual assault of a 6-year-old girl, a 12-year-old girl and a 4-year-old boy when he was a teenager.


Their home is on the border of Milwaukee and St. Francis.


Now that at least one year has passed since the pair started living together, the Department of Corrections has the option of allowing the pair to leave the house unsupervised.


They will remain on GPS devices.
