MILWAUKEE (CBS58) -- Gov. Scott Walker will sign Assembly Bill 935 at the Milwaukee County Courthouse at 4:20 p.m. This will completely change the juvenile justice system in the state. It will close Lincoln Hills, the only youth prison in the Wisconsin.
