Explosive materials found in backpack in Manitowoc County

MANITOWOC COUNTY (CBS 58) -- Manitowoc County authorities are investigating an explosive backpack found in a ditch.
Someone found the bag and thought there was drug-making materials inside of it.
The Metro Drug Unit arrived and found an item associated with bombs.
They also found explosive material.
X-rays were taken and the backpack was deemed safe.
Authorities say they've collected evidence that could lead them to whoever put the items inside the backpack.
