MILWAUKEE (CBS 58) -- The National Retail Federal predicts back-to-school shopping will reach record levels this year. As of July, 55% of consumers say they've already started shopping. CBS 58 was joined by Jim Temmer, president of the Wisconsin Better Business Bureau (BBB) With some shopping tips and tricks.
