Woman strangled by man she met online in Racine

RACINE -- 22-year-old Terry Shepard and  his cousin 20-year-old Marquanette Shepard have been arrested on charges of attempted homicide. Terry allegedly  tied a woman up, and strangled her into unconsciousness.

Police say the 38-year-old female victim met Terry on an online chatting website. The two met up at a home on the 1800 block of Oakdale Ave. in Racine. Terry tied up the woman, stangled her, and locked her in the basement. It's also alleged that Terry threatened the woman's children.

At the time of this incident, Terry was being sought by the U.S. Marshals for a Green Bay homicide from April 15th.

Police believe Terry's cousin Marquanette assisted in the Racine crime. After arresting Marquanette, police learned Terry was hiding at a house in Kenosha.  Terry is being held on an outstanding warrant related to the Green Bay homicide.

Attempted Homicide and False Imprisonment charges have been forwarded to the Racine County District Attorney's Office.
