MILWAUKEE (CBS 58) --- New developments into the Window Select saga. Customers of the Menomonee Falls window company continue to complain about paid unfulfilled orders.

The Owner and President of Window Select is a man named Justin Kiswardy. CBS 58 has obtained court records confirming that Kiswardy is a convicted felon with ties to Ohio. In 2009, he was found guilty of one count of theft and one count of forgery in Wood County, Ohio. As for his time in Wisconsin, some Window Select customers say when they complained about order delays, Kiswardy bribed them to keep quiet.

"Because it was taking so long, we made a complaint with the Better Business Bureau," said Justin Niebuhr, a Window Select customer. Niebuhr says shortly after he and his wife complained to the BBB about Window Select, the owner, Justin Kiswardy, bribed them into dropping their complaint.

"Justin specifically found out about it and contacted my wife and made a deal with her. He said if you drop your BBB complaint, I will take the $1,000 you put down and comp the rest of the project," said Niebuhr. It was a deal they couldn't refuse but as of now, their project is still not complete and now the family is worried after learning of the dozens of other complaints from customers.

The Niebuhr family first ordered more than 30 windows and two doors from Window Select in May of 2020. "We live in a 200-year-old farmhouse and the windows were probably 150 years old." When their order finally came it was incorrect.

"Everything had been measured wrong. All the windows were wrong," he said. It's been nearly two years since they first placed the order and they're still waiting for Window Select to fix it.

Niebuhr says Justin Kiswardy pointed to supply chain issues as the reason for delays, but the family doesn't believe it. "He has never once told me the truth and we've begged him...hey just let us know the actual truth that our stuff's not ready, that you can't get it done," said Niebuhr. "He just lies and has his employees lie," Niebuhr said referring to Kiswardy.

Justin Kiswardy was also affiliated with another window company called Universal Windows Direct based in Ohio back in 2012. The West Allis location of that business closed in 2017 after a series of complaints.

As for Window Select, the Brown County Sheriff's Office is still investigating the company for fraud.

Justin Kiswardy has not returned multiple requests for an interview.
