Waukesha man charged, accused of attempting to kidnap woman in Pewaukee

PEWAUKEE, Wis. (CBS 58) -- Charges are now filed against a Waukesha man, for allegedly attempting to kidnap a 40-year-old woman in a store parking lot Monday, Jan. 15. 

Lance Marchel, 37, is charged with attempted kidnapping, false imprisonment and disorderly conduct. 

According to a criminal complaint, the victim was shopping at a business near Prospect and Elm when she noticed Marchel watching her. When she left the store and began walking toward her vehicle, she told investigators she saw the man waiting next to his car.

The complaint says the woman felt unsafe and began walking back to the store when Marchel allegedly grabbed her by the jacket and attempted to lift her up. 

The woman was able to get away and run into the store to alert management. 

Investigators spoke with the store manager who provided surveillance video of the incident and confirmed the woman ran into the store saying, "help, he's trying to take me."

A Waukesha sheriff's official located Marchel driving his vehicle and placed him under arrest. 

When speaking with authorities, the complaint says Marchel stated that "unknown subjects were creating integrated networks through energy grids and shifting to the monarchy."

The responding deputy noted "severe paranoia and mental illness."

Court records show Marchel was released after posting $5,000 bond Thursday, Jan. 25. 

A preliminary hearing is scheduled for Feb. 23.
