Registered Child Sex Offender from Kentucky Arrested for Allegedly Assaulting a Child in Racine

A Registered Sex Offender from Kentucky was arrested on charges of first degree child sexual assault on Saturday in Racine.

According to the complaint, Vincent Judd-Rapp allegedly sexually assaulted a child under 13-years-old. The victim told her mother he had “touched her down there.” This prompted her to contact police.

Vincent Judd Rapp, 24-years-old, was previously convicted of sex abuse of third degree with victims ages being 5, 9, 10, and 12 in Kentucky.

His sentence in the previous case included registering as a sex offender for 20 years.

In May of 2015, he was arrested in Laurel County, Kentucky for violating his parole. In the May incident, police arrived to a call for a domestic dispute. When they arrived the police found out he was a registered sex offender living in an address that was in violation of the sex offender registration law. The case was dismissed by the District Attorney in Laurel County in June of 2015.
