Racine man sets neighbor's car on fire while setting off a flare

RACINE, Wis. (CBS 58) -- A 22-year-old Racine man is facing charges of "negligent handling of burning material" and "disorderly conduct" after police say he started his neighbor's car on fire.

Dylan Creekpaum was taken into custody and is now facing charges following the January incident.

Racine Police and Fire crews responded to the 2300 block of Thor Avenue for a report of a vehicle fire. The fire was initially believed to be electrical in nature.

The owner of the vehicle later called the police to report that she had located pieces of flare on the ground and on her vehicle after the fire was extinguished.

Police made contact with a neighbor who said that on the night of the fire he was inside his home when he heard a man outside that he recognized as Dylan, one of his neighbors. The man also told police that he heard Dylan talking with someone else, then heard a loud pop, followed by an "Oh s***!" from Dylan. The man then looked out his window and saw a red flame near the vehicle.

The man further told police that Dylan has set off a flare before in his backyard.
