Family of teen found dead in tow lot sues City of Milwaukee

MILWAUKEE (CBS 58) -- The family of a teen killed in a crash is suing the City of Milwaukee, saying his death was preventable. 

The body of 17-year-old James Stokes was found in the city tow lot in 2023, in a car towed from a crash involving a stolen vehicle. 

Bystanders told police to check the car because they thought someone was still inside. 

The lawsuit claims police and tow lot officials failed to properly check the back of the car. It points out that Stokes' autopsy didn't show evidence he died instantly.

The suit claims Stokes was left alive and suffering until his death.
