MILWAUKEE (CBS 58) -- If you want to go outside but not in the water, the annual "Cool Fool" Kite Festival is underway just south of Bradford Beach at Veteran's Park.
The festival has gone on for 31-years.
The "Gift of Wings" shop is providing free hot drinks and snacks for the hardy souls that come out.
The festival started at 11 a.m. and organizers say it will run until "we can no longer stand the cold."
