MILWAUKEE (CBS 58) -- People are slowly and safely returning to downtown main streets in Wisconsin, and that includes Milwaukee's Wisconsin Avenue. In addition to a few more open signs in store windows, they'll find trees budding, flowers blooming and at 2nd and West Wisconsin, a throwback sign of things to come.
