11-month old Kenosha child killed during domestic incident

Officers responded to a domestic incident in the 5000 block of 21st Avenue around 7:00 p.m. Tuesday night. During the incident an 11-month old child named Serenity Rose was fatally injured. 

Russell Rose, 34, is in custody in connection with the incident. Police say that after an argument with 11-month-old's mother, Rose repeatedly beat the child. The child had multiple skull fractures and her face was beaten beyond recognition.  

Police say Rose then ran into the home and set it on fire, eventually surrendering to police. 

\"This guy is nothing short of a monster,\" said Kenosha Police Chief John Morrissey.

Rose has a history of criminal charges dating back to 1996.

Among his convictions are drug related charges, resisting police and battery on a firefighter.

The Kenosha Police Department changed its facebook page in the wake of the tragedy with a clear headline that reads 'Stop Domestic Violence.'

A message is also attached sharing how gut wrenching it was for all who responded to the scene.

\"I've had officers on the force 30 plus years that are walking around today with tears in their eyes,\" said Chief Morrissey.

A neighbor tells CBS 58's Lila Carrera that there had been a history of strife between Rose and the mother of the child.

\"He had gotten to the point with her that he almost hurt himself but then stopped himself,\" said Samuel Quigley. \"He told me that, right on those steps. She had told him that if she couldn't have him then no one could. He flat out told me, which kind of threw me off, that the only way he was going back to jail or prison was for murder.\"
