MILWAUKEE -- It is a monumental and often heartbreaking job, managing Milwaukee County's ever booming population of lost, stray, or abandoned pets since 1999.  This task has fallen to the Milwaukee Area Domestic Animal Control Commission or MADACC and now MADACC faces a new challenge from local advocates who say too many animals are dying.
