Man busted for pot, says he's just paying the bills

WATERFORD -- A 51-year-old Waterford man has been charged in connection with growing and selling marijuana from his apartment.

Racine County Sheriff's deputies busted Jeffery Kolby last Friday and seized fourteen marijuana plants growing in a bedroom, 128 packaged baggies, close to $3,000 in cash, and a bank statement for $15,000.

Kolby told the sheriff's office that he had been growing since 2008 to pay the bills when the economy tanked and after he lost his job.

"I always wondered how he made his money though," Scott Andrews, Kolby's neighbor of ten years, said.

Because Kolby's apartment is within 1000 feet of two Waterford schools, he's been charged with:

  • Manufacture/deliver thc (>200 - 1000g), second and subsequent offense, possession with intent to deliver/distribute a controlled substance on or near a school.
  • With intent to deliver or manufacture thc > 2500 < 10,000 gms, second and subsequent offense, possession with intent to deliver/distribute a controlled substance on or near a school
  • Maintaining a drug trafficking place, second and subsequent offense, possession with intent to deliver/distribute a controlled substance on or near a school
  • Possession of drug paraphernalia

Kolby is being held in the Racine County Jail.

He has a prior drug conviction in Milwaukee county.
