MILWAUKEE -- CBS 58 News spent the afternoon of July 4th with lake patrol off Milwaukee's McKinley Marina.

Donald Vogel brought his homemade penguin sailboat to the marina today expecting it to be busy.   He didn't expect to be stranded.

"My rudder came out and I was without the ability to steer," Vogel said.

Luckily for Donald, the U.S. Coast Guard was nearby to help tow him in.

Petty Officer Joseph Jenkins says he's surprised there have been so few incidents given the number of boats on the water.

"People are being safe," Jenkins observed, "They're wearing their life jackets when the need to and just really doing a good  job of being safe.  We appreciate that."
 Most people know they need to have life jackets on board.

But the Coast Guard is reminding parents that children under 13 need to have those life jackets on the whole time.
