Alleged Purse Thief in Racine asks Police: “If she gets her purse back, can the charges be dropped?”

A woman had her purse with $300 cash stolen while she was at Ivanhoe Pub in Racine.
According to a criminal complaint, Elsander Phillips was charged with one count of misdemeanor theft for taking the victim’s purse on April 7.
The victim told police the purse contained her State identification car, her passport, her car and house keys.
When officers made contact with the defendant, he spontaneously asked, “If she gets her purse back, can the charges be dropped?”
The victim indicated she had to pay $200 for a replacement car key.
